Homer Ellsworth lost by one vote to Leroy Preiss, a former Erie city engineer, in his campaign to regain the office of mayor of Erie. Ellsworth was defeated for mayor in 1969 by a write-in candidate, David Cornell. Cornell later resigned, and Paul Beard, a councilman, served as acting mayor. Beard was re-elected to the council.
