Parsons Police Department sees big success with offender program

The Parsons Police Department’s Registered Offender Program (PROP), launched in 2020, has significantly improved offender compliance in the city. Created to address high non-compliance rates among those required to register under the Kansas Offender Registration Act, PROP has reduced Parsons non-compliance from over 40% to just 6-8% by August 2024.

This progress reflects the dedicated efforts of local law enforcement and partner agencies. Led by Lieutenant Kyle Wiford, PROP ensures offenders in Parsons are correctly registered and compliant with the law. In 2024 alone, the team conducted 35 compliance checks and investigations, resulting in 13 felony criminal cases for non-compliance. Nine offenders were arrested, and four more were charged after returning to compliance.

Since its inception, PROP has overseen 47 felony investigations, leading to 31 arrests and 46 case filings. “When PROP began, non-compliance was a major issue,” Lt. Wiford explained. “Through hard work and collaboration with Labette and other surrounding Sheriff’s Office, we’ve achieved record compliance.”

As of August 2024, all registered sex offenders in Parsons comply with quarterly registration requirements. The remaining 6-8% non-compliance rate likely includes offenders who moved out of state without informing local authorities. Lt. Wiford noted, “If you exclude those cases, our non-compliance rate is closer to 1-2%, a remarkable improvement.”

Beyond enhancing community safety, PROP supports registered offenders by helping them comply with legal requirements. Regular compliance checks and clear guidance reduce the risk of legal trouble and reoffending, fostering a system of accountability that aids in their reintegration into society.

The success of PROP is not only due to its investigative work but also to its outreach efforts. PROP officers collaborate with the Labette County Sheriff’s Office and County Attorney to ensure accurate offender registration. The program also engages the community by raising awareness of the Kansas Offender Registration Act and the importance of compliance, strengthening the relationship between law enforcement and residents.

Chief of Police Robert Spinks praised PROP’s impact on public safety. “PROP is about more than catching offenders; it’s about ensuring our community stays safe by keeping registered offenders compliant with the law,” Spinks said. “By maintaining oversight and working with our residents, we reduce the risk of future crimes and keep our families, schools, and neighborhoods secure.”

The State of Kansas mandates registration for individuals convicted of crimes such as rape, aggravated indecent liberties with a child, murder, kidnapping, and the manufacture or distribution of illegal substances. PROP’s success has made Parsons a model for cities facing similar compliance challenges by reducing non-compliance and enhancing public safety.

Lt. Wiford and Chief Spinks are committed to maintaining low non-compliance rates through continued diligence and community collaboration. As PROP evolves, the Parsons Police Department demonstrates that focused enforcement, strong partnerships, and community outreach are crucial to keeping the city safe.
